Jack van Ek

Jack has more than 35 years’ experience in the building and civil construction industries, progressing from tradesman to senior management through extensive practical experience and ongoing professional development. His career includes leadership roles with Van EK Contracting, VEC Civil Engineering, Downer and his current role as COO at BridgePro Engineering. He brings strong expertise in structures-based civil works, including bridges, piling and marine projects across Tasmania, southern Australia and Queensland. Jack joined the CCF Tasmania Board in 2021 and has served as President since 2023.

Elliott has more than 35 years of experience in the Tasmanian civil construction industry. He has overall responsibility of AWC’s operations, including business management and development, co-ordination of plant and labour resources and training of staff. Elliott is highly respected as a leader and mentor in the civil construction industry and he fully supports AWC staff in furthering their skills and their careers.
Matthew Grundy

Matt Grundy possesses extensive experience in leadership and business roles across various Industries globally. Currently, Mr.Grundy serves as the Tasmanian State Manager at Fulton Hogan whilst also supporting governance and overall strategy at CCF Tasmania as a Director on the Board. In addition, Mr. Grundy serves as the Treasurer of CCF Tasmania, including participation on the Finance Committee.

David Lehane

David is a senior civil infrastructure leader with extensive experience delivering major transport and infrastructure projects across Australia. As General Manager – Civil Infrastructure at Hazell Bros, he leads operational performance, project delivery and strategic growth.
He has held key leadership roles on complex projects, including the New Bridgewater Bridge, with strong capability in constructability, risk management and delivery. As a board member of the Civil Contractors Federation Tasmania, David supports industry advocacy, policy engagement and capability development across the sector.

Joining the BlackCap team in 2024, Jesse provides strong leadership across the business and ensures ongoing high levels of commitment and control within projects.

Andrew Winch is the Chief Executive Officer of the Civil Contractors Federation Tasmania, where he advocates for collaboration, workforce development and sustainable infrastructure delivery. With more than 20 years’ leadership experience across finance, governance, stakeholder engagement and strategic marketing, Andrew works closely with members, government and industry to support a strong, safe and high-performing civil construction sector. He is a Fellow of the Australian Marketing Institute and an AICD Graduate, with a strong history of service in Tasmania’s not-for-profit sector.
